Drought conditions in Venezuela have left reservoirs at critically-low levels, forcing the government to conduct rolling cuts to water service for periods of up to 48 hours, which will extend into the first quarter of 2010.  The water rationing began on Monday and its effects will not only be felt in households, but in schools as well.  In fact, the only places guaranteed around-the-clock water are hospitals.  The Venezuelan government blames weather patterns for the drought, but critics of Hugo Chavez say poor infrastructure planning has contributed to the conditions.

Governor Rick Perry of Texas has declared a state of disaster as a long-term drought threatens the existence of livestock due to a shortage of forage and hay. Agricultural Commissioner Todd Staples remarked on the drought, “The drought has done more than dry up our land and evaporate our reservoirs; it also has destroyed thousands of acre of hay resources for producers who raise cattle, goats and horses.” The drought, to date, has been estimated to have cost the state’s agricultural industry approximately $3.6 billion in losses.

The worst drought in over a decade is fueling a food crisis in east Africa. In the north east of Kenya, rain hasn’t fallen in three years, causing an arid landscape littered with the carcasses of dead livestock. Over 28 million people face food shortages in this area of the country, and a local hospital in the town of Wajir is full of severely malnourished infants, their mothers unable to produce milk because of a shortage of food. Food prices are soaring, with a sack of maize now costing four times as much as usual in terms of bartering.
